COM Organizational Profile

Charity Oriented Myanmar (COM) is a national youth-led civil society organization dedicated to promoting democratic culture and socio-economic development in Myanmar by empowering youth and women, strengthening political institutions, raising political awareness among the public, participating in the peace building process and working for the development of rural and urban communities.

COM, although currently doing many projects at the national level with the international links and support, was born as a small team in 2005 by a local youth group with the purpose of working for the community development. Accordingly, we delivered IT trainings and English classes from basic to advanced levels to those who were in need with very affordable price. In 2008, after Nargis Cyclone hit, we provided humanitarian aids and psychosocial supports to cyclone victims and carried out rehabilitation programs at affected areas for two years.

The youth-led organization is growing day by day under the youth’s leadership with the collaboration and support of many stakeholders both national and international. It has come to exit as a civil society organization and begun to promote community mobilization and engagement, human rights and democracy, mobilize the public to participate in the state building, raise the participation of women and youth in the leadership role at all levels and empower political parties starting from 2010. Moreover, we conduct advocacy workshops with both state and non-state actors who are playing a major role in the politics. In addition, we work for the development of rural and urban communities with the help of international volunteers through International Voluntary Service Programme. Now we, motivated by the aspiration to pursue initiatives towards a peaceful and just society.

Project Description

The project goals is men and women have increased access to quality health service in selected area of Northern Shan State. The project will mainly focus on women empowerment for making personal and family health decisions, increased health seeking behavior in the community, strengthened coordination and cooperation of engagement between health care providers and target communities. COM will lead the project management and financing and there will be two to three sub-grant implementation partners in Northern Shan State.

Scope of Job

The Program Manager is responsible for the successful management of the projects from Community Development Program. The scope of the job is mainly focus on doing collective voice from community by Charity-Oriented Myanmar. The project activities are capacity building trainings, mentoring and coaching to sub grant implementation partners, monitoring activity and evaluation workshop. He/She must perform a wide range of the following duties;

Job Description and responsibilities:

Overall Project Management

  • Planning, implementing and supervising the project activities to reach the project goal and objectives
  • Monitoring the project activities on a regular basis and conducting an annual evaluation according to the M&E framework to achieve the expected results
  • Making ensure the project activities are done in time with the expected outputs
  • Drawing monthly and yearly action plans with the project team and send them to the Program Director to ensure adequate and effective planning for all project activities
  • Coordinating with the external consultants and organizing the Resource Person Team to develop curricula for the training programs
  • Helping the Program Director with revising the proposal and budget when necessary
  • Overseeing a performance management process for all project staff members
  • In consultation with the Department Head and the Human Resources Department, recruiting, interviewing and selecting well-qualified project staff
  • Ensuring that all project staff receive an appropriate orientation to the project
  • Handling financial management to be in line with the approved budget in regard to the direct costs


  • Writing interim and final narrative reports to the Program Director as per the reporting schedule stated in the grant contract
  • Submitting reports on monitoring and evaluation findings along with recommendations to the Supervisors yearly and at the end of the project with the help of the project team and the M&E person to enhance the project
  • Prepare monthly report for GAD and related ministry and authority


  • Leading and organizing the project team by providing directions, inputs and feedback
  • Being a highly motivated person and enhancing the motivation of the project team members
  • Serving as a coach and/or a mentor to the project team members
  • Taking accountability and holding the project team members accountable for assigned tasks, financial matters and organizational affairs
  • Creating a learning atmosphere for the project team members to receive appropriate training program in accordance with the organization’s policy for their personal development

Coordination, collaboration and relations

  • Cultivating and maintaining relations with sub-grant partner and donor organizations if necessary
  • Establishing, dealing and advocating duty bearers up to the State/Regional level
  • Communicating with clients, the media and other organizations when necessary
  • Coordinating and collaborating with the other departments in the organization to ensure the effective and efficient project delivery
  • Being a representative of the organization at meetings, forums, seminars, and workshops


  • Doing other relevant tasks upon request by the supervisors

Persons Specifications:

  1. At Least 5 years’ experience in senior level of managing humanitarian programs in Myanmar, including experience in finance and resource management.
  2. Good analytical and communication skills, with strong oral and written English communication skills preferred.
  3. University degree in gender, rural development, or a related field
  4. Computer literate (MS office applications)
  5. Knowledge of the cultural diversity and its impact on gender issues in Myanmar Specifically and Asia generally knowledge
  6. Demonstrated ability to train other staff and partner organizations.
  7. Willingness to travel to project field sites on a regular basis
  8. Ability to work to a high degree of accuracy, under pressure and to deadlines
  9. Experience of working with Ministries, Non-Government Organizations (INGOs/NGOs) and partners with other organizations
  10. Experience of working on community-driven projects, supporting community structures and leaders to implement projects
